El Dorado: File uploads for Admin only?

Also, do users levels other than the admin need the privilege of setting the upload destination folder? The File Uploads has an option for minimum user level, and that is usually 6 I would use the WP File Upload minimum user level setting, and duplicate the Allow File Uploads checkbox, so that the admin can disable regular uploads and only allow Secure Files uploads. I am thinking that the upload folder setting should not be shown unless the user level is at least 9. Thanks again
