Integrate Eldorado, Substruct and clone phpmydirectory

I need someone to integrate Substruct
http://code.google.com/p/substruct/ and create a ruby based version of
phpmydirectory

With regard to the directory, all I need is a 3 types of membership;
installer, retailer and manufacturer. Installers can post their info
for free, retailers must pay $50/yr and manufacturers must pay
$250/yr. Retailers and Manufacturers need to be able to upload
products with images. All submissions need administrator approval. It
would be great if a user of the directory could input their postal
code and have a search return the closest installer, retailer or
manufacturer.
El dorado uses by default the wordpress K2 theme. Note the tabs on the
sample site. To integrate substruct and the directory clone, each
would simply have their own tab.
I need this work done pretty quickly so if you are interested in teh
project, please include when you can have it completed.
And actually, with regard to timing, the thing i need quickest is the
directory actually. I'm not a ror programmer but this seems like a
really simple application--almost the type of project you might find
in an intro ruby book. the look/feel should mate with eldorado.
